“Realigning the United States Refugee Admission Program”

Trump uses baseless and conpiratorial attacks to justify his order that immediately freezes the United States Refugee Assistance Program (USRAP), which only assists those who have been or are in immediate risk of being persecuted in their home countries.

Trump begins Section I with a blatantly untrue statement, falsely claiming that the US was “inundated with record levels of migration” during the Biden administration.

Not every immigrant is qualified to use the USRAP program. Data from the Department of State shows only 27,308 total admissions in 2024 under the USRAP, with the largest share coming from Eastern Asia.

The ceiling (meaning the cap for how many people from a region are allowed in via USRAP) for Africa alone was 50,000 in 2024, so this is by no means a program overwhelmed or strained.

The United States received refugees under the program from 85 different countries.
